Is Ethereum a cheap coin to withdraw in?

It depends entirely on size. Ethereum charges for computation, not for value moved: a transfer worth a few pounds and one worth a few thousand consume the same gas and cost the same in ETH terms. That fee also floats with demand, because the base fee rises when blocks are full and falls when they empty. The practical consequence is that ETH is a poor rail for small, frequent cashouts and a perfectly reasonable one for larger, less frequent ones. Who absorbs the fee, you or the operator, is set by each cashier, so read that before assuming it is free.

Why is a small Ethereum withdrawal so expensive in percentage terms?

Because the fee is fixed by the work the network performs, not by the amount carried. A plain ETH transfer consumes a set quantity of gas; moving an ERC-20 token consumes more, since a token transfer executes contract code rather than simply crediting an account balance. Multiply gas by the prevailing gas price and you get a cost that is identical whether the transaction carries a trivial sum or a five-figure one. On a small cashout that fee can be a double-digit percentage of the total; on a large one it rounds to nothing. Consolidating withdrawals rather than drip-feeding them is the obvious response.

Do layer-2 networks make ETH withdrawals cheaper?

Substantially, yes. Rollups such as Arbitrum, Optimism and Base execute transactions away from mainnet and post compressed data back to it, so each user pays a small share of one settlement cost instead of the full mainnet price. The catch is availability: the operator has to support that specific network, and the receiving wallet or exchange has to accept deposits on it. Because an Ethereum address looks identical on every EVM network, the address alone never tells you which chain a payment travelled over, and funds sent to a chain the recipient does not support are a common way people lose crypto permanently. Confirm the exact network in the cashier and in your wallet before sending anything.

How long does an Ethereum withdrawal take to arrive?

Ethereum produces a block roughly every twelve seconds, and a transaction paying a competitive priority fee is usually included within a block or two. Full finality, the point at which reversal becomes economically implausible, takes about thirteen minutes. Wallets and exchanges then apply their own confirmation thresholds on top. None of that is normally the bottleneck: the wait a player actually experiences sits in the operator's internal processing before the transaction is ever broadcast, covering identity checks, outstanding wagering and manual approval. The chain is fast and predictable; the queue in front of it is the variable part.
